XII. General Congress of TOLEYIS Union Was Held on 9-10 March 2013

XII. Congress of our Toleyis Union was held on 9-10 March 2013 in Ataköy Sheraton Hotel in which our union is organized. Vice President Mr. Necati Aktas declared that lots of the guests from both Turkey and abroad participate to our Congress and announced their names and salute all of them. About 50 trade unionist and representatives of confederations from nearly 17 countries participated to our Congress. Also representatives of political parties in Turkey participated to Congress and some of the participants are: MPs from Republican People’s Party, Mr. Ahmet Haluk Koç, Mr. Süleyman Çelebi, Mr. Yakup Akkaya, Mr. Ismail Saglam; from Nationalist Movement Part, Mr. Celal Adan, Mr. Murat Basesgioglu, K.K.T.C. National Unity Party Güzelyurt MP Mr. Ahmet Çaluda, General President of K.K.T.C. Federation of Hür-Is, Mr. Yakup Latifoglu, General President of K.K.T.C. Public Workers Trade Union Mr. Sami Dilek, Representative of Türk-Is Istanbul Region Mr. Faruk Büyükkucak, General President of Tek Gida-Is Mr. Mustafa Türkel, General Secretary of Tek Gida-Is Mr. Mecit Amaç, General Financial Secretary of Tek Gida-Is Mr. Mehmet Karatas, General Organization Secretary of Tek Gida-Is Mr. Recep Ali Çelik, Representative of Türk-Is Bursa Region Mr. Sabri Özdemir, General President of Hava-Is Mr. Atilay Ayçin.

General President of Toleyis Union Mr. Cemail Bakindi made the opening speech and thanks all of the participants for their participation. Bakindi talked about the badly effects of economic crises on both our neighbor Greece and the entire world. Bakindi emphasized the increase in exploitation of capitalist world system especially after the 1991. Those developments of course affect the tourism sector of our union. Bakindi said that lots of the trade unionist from different countries comes together today and we have to think about the ways to get over the effects of crises and the capitalist system itself. Bakindi also emphasized that with the increase in privatization unemployment is also increasing and we have to fight against this privatization policy wherever needs. Bakindi said that it is very hard to win rights about working life but it is very easy to lose them because our rights depend on the sayings of some people.
Bakindi told that burden of tax is also very high in Turkey especially for the workers. Because workers get the wage increase and then at the end of the year they lose the entire raise which they get at the beginning of the year. Bakindi also criticized the health system in Turkey and said that it is needed the reformation in state hospitals but not in private hospitals.
Bakindi said that it is talked about the economy of Turkey is developing and it is counted as one of the most important economies in the world but also the rate of workplace accidents are very high in Turkey. We cannot talk about the democracy in Turkey now because there is a thresholdlike % 10 and there are not primary elections, said Bakindi.
Bakindi also mentioned the terrorism in Turkey which continues nearly 30 years; he said terrorism cannot be ended with the guns and peace harm to Turkish Republic cannot be accepted also. Turkish and Kurdish people do everything together and two people love each other very much.
At the end of his speech Mr. Bakindi gave a plaque to Mr. Faruk Büyükkucak for his contribution to Turkish workers’ movement.
After that Mr. Mustafa Türkel elected for President of Council; Mr. Faruk Büyükkucak elected for Vice President of Council and Ms. Burcu Çetinkaya and Serap Çamsakiz elected as Secretary Members. Türkel pointed out the importance of this Congress in those times we need democracy, free press and free jurisdiction.
Then some of the participants deliver a speech. Firstly, MP of Republican People’s Party Mr. Ahmet Haluk Koç made a speech and he also conveyed Mr. Kiliçdaroglu’s regards to Congress and participants. Koç talked about the importance of democracy and said that democracy does not mean the authority of a single party but protect the rights of minority. But in Turkey, Koç said the authority of single party goes in a fascistic way and at reverse we have to throw off the remnants of military coup of 1980. Koç emphasized the importance of welfare state and free health and education system and said that they are the natural duties of state. Koç also said that we cannot talk about free press today; media don’t give a place to our words and in this situation we have to defend democracy and our nation as well.
After the speech of Mr. Koç, MP of Nationalist Movement Party Mr. Celal Adan made a speech and salutes all of the participants. Adan emphasized the presence of separatism in Turkey and said that democracy is also under threat. Adan said that in those times it is very important to protection of our national unity. Adan also talked about the media and he said that there is not a free media now in Turkey and only the positive news about government find place in newspapers and television channels. Finally Adan said that the strength of Toleyis Union and other participants give him a hope about the future of the Turkey. Adan thanked all of the participants and Toleyis Union.
Istanbul MP of Nationalist Movement Party Mr. Murat Basesgioglu made a speech and said that democracy lose its efficiency in Turkey so the trade union movements are very important in this situation. He hoped for the Türk-Is to gain its old power and said that not only the workers’ movement but also entire Turkey needs such a mission. Basesgioglu said that they are also ready to give support for the empowerment of unions and emphasized the importance of power unity between the unions. Basesgioglu also make a call to both employers and state and said that their support for trade unions is also very important.
President of Azerbaijan Trade Union Confederation Settar Mehbaliyev also made a speech in Congress and thanked for the kind invitation to the Congress. Mehbaliyev talked about the economic development of Azerbaijan and said that now Azerbaijan is a country which can able to make investments. Mehbaliyev expressed his happiness because of the solidarity with Toleyis Union and all of unions until now. Then he presented their gifts to Mr. Bakindi and thanked.
General Secretary of IUF, Mr. Ron Oswald also made a speech in Congress and he expressed his happiness to participate to the Congress. First of all Oswald celebrated the 8 March and he said that human rights are universal and it covers joining to a union. He made a call to the Turkish employers to respect the rights of workers. After the speech Oswald gave a plaque to Mr. Bakindi with Mr. Norberto Latorre.
After the speech of Mr. Oswald, MP of K.K.T.C. National Unity Party, Mr. Ahmet Çaluda made a speech. Çaluda began his speech with his wishes for a peaceful world and said that it is very meaningful for the Congress to be held in the same times with the Worker Women’s Day. Çaluda emphasized that there is an attack to the labor movement in everywhere of the world and we have to fight against this attack. Çaluda ended his speech with his best wishes for all the unions and people.
President of Confederation of Workers’ Trade Union of Greece Mr. Yannis Panagopoulos made a speech especially about the badly effects of crises in world but especially in the Greece. Panagopoulos gave information about the deadly effects of economic crises in Greece briefly and said that to not take long time ended his speech.
After Panagopoulos, President of Hava-Is Union Mr. Atilay Ayçin made a speech and he mostly talked about the Turkish Airlines workers who are on strike for 285 days and 305 of them have already been fired. Ayçin said that trade unionist cannot able to find a microphone to make them to heard. Ayçin also talked about the bad effects of privatization and said that none of the trade unionist can be able to defend the subcontracting type of working. Ayçin also gave information about the difficulties especially in their own sector. Finally he thanked all of the participants and ended his speech.
Then President of Albania BSPSH Union Mr. Gezim Kalaja declared his best wishes to Congress on behalf of Albanian Confederation and Kosovo Confederation. He also expressed his happiness about the solidarity with Toleyis Union.
President of Serbia Independent Trade Unions Confederation Mr. Ljubisav Orbovic also made a small speech and talked about the good personality of Cemail Bakindi and expressed his happiness to meet with him. He emphasized the importance becoming of an active trade unionist and solidarity between the trade unions. He said that trade unionist have to come together and organized against the global capitalism. At the end of the speech, Mr. Orbovic presented their gifts to President Bakindi.
Mr. Christian Juyaux from the French CFDT Union made a speech and expressed his happiness to participate to the Congress and solidarity between the CFDT and Toleyis union. Juyaux expressed his best wishes to Congress.
Then, President of PPDIVUT Union Mr. Mehmet Avdagiç began to speak and expressed the importance of preparation for the future crises and threats. He thanked all of the trade unions which gave support the Bosnian trade union at wartime. He also highlighted the importance of solidarity against the poverty and bad working conditions.
President of Montenegro Tourism Workers’ Union Mrs. Cede Milinic also made a speech. Milinc talked about the problems with which trade unions faced and she said that it is very important to fight against those problems together. First of the problems is national level and workers get too little wages and their working conditions are very bad in national level; she said that we struggle to keep our vested rights not for gaining new rights. She said that we cannot talk about democracy when there is too much poverty and democracy means the work and life honor. Second problem is about the international corporations and free movement of capital; they result in working in slavery conditions. The last problem is global economic crises and its effects mostly sensible for workers. The only solution can able to come with trade unions so if there is not a trade union movement in a country we cannot talk about the democracy and of course right of workers. She finally expressed her best wishes to the Congress and then they presented the gift to Mr. Bakindi.
Finally, President of Serbia Catering and Tourism Workers’ Union Mr. Radan Milovanovic made a speech and he emphasized the importance of solidarity in regards to AGTIF for 6 years and said that it is a very good example of trade union solidarity. He said that this solidarity will be definitely continued and finally they also presented their gifts to Mr. Bakindi.
Then it is started to implementation of legal procedure of the Congress and it is completed successfully. The first day of the Congress completed with the Gala Dinner on evening.
