RULES OF EURASIA FOOD, AGRICULTURE, FOREST AND
TOURISM WORKERS’ FEDERATION

ARTICLE 1 -: NAME, CENTER AND ADDRESS OF THE FEDERATION
a) Name of the federation is “AVRASYA GIDA, TARIM, ORMAN VE TURİZM İŞÇİLERİ FEDERASYONU”. It is shortly referred to as “AGTİF”
b) Address and Center of the federation is Tekgıda-İş Sendikası, Konaklar Sok. No: 1 4.Levent/İstanbul, Turkey. The Administrative Committee is authorized to inform the related authorities in case of address change.

ARTICLE 2 - : GOALS AND PRINCIPLES OF THE FEDERATION
Eurasia Food, Agriculture, Forest and Tourism Workers’ Federation is the international organization of trade unions of food, agriculture, forest and tourism workers working for the establishment of human rights, freedom of association, democracy and social justice.
Trade unions that are affiliated to the federation are free in their activities according to their own rules provided that they will adhere to the basic principles of the federation.
Federation members aim at jointly organizing and signing collective bargaining agreements in the companies that have workplaces in more than one country in Eurasia region. Development of organizational strategies is aimed in order to ensure the achievement of member trade unions in this goal.
Federation reveals the situations where the right to be organized, right to strike covering cross-border operations were violated and moves the international cooperation in order to put an end to these violations.
Federation is tasked to utter opinions of the workers in national and international, social, economical and political problems that affect the workers working in food, agriculture, forest and tourism line of businesses regardless of their language, race, sex, political opinion, philosophical belief and religion.
Federation works for ensuring job security, occupational safety, social and cultural development of the workers of food, agriculture, forest and tourism by means of cooperation and solidarity among member unions for the purpose of making the workers reach a life style which comply the works they perform and suits human dignity.
Throughout the whole world, federation works for regional peace, freedom and self-determination, with the efforts that it spends for social development of the workers. Federation works for the purpose of encouraging and supporting member trade unions in democratization efforts, as well as working for eliminating social, economical difference between industrialized and developing countries for struggling against any type of feudal mentality, military dictum, imperialism and economical exploitation.

ARTICLE 3 - : WORKING METHOD AND OBJECTIVE OF FEDERATION
Federation, for the purpose of achieving its goals, works for establishing a powerful and regional trade union movement which will effectively be able to represent and develop the benefits of workers in confrontation of centralization of capital in nationwide and worldwide and integration of economies.
Federation supports the efforts of all member trade unions for ensuring workers reach a life style which suits human dignity, and for ensuring economical and social development. Basic role of the federation is to ensure social security and continuous development for workers in Collective Labor Agreements enacted between trade unions and employers or their representative organizations. Therefore, Federation requires provision of indispensable, un-transferable basic rights and freedoms for all workers from all member trade unions.
Federation, while it protects its own independence on one hand, on the other hand it also cooperates with other international, independent, democratic labor union organizations in any type of joint benefit issues with the spirit of solidarity.

ARTICLE 4 - : AUTHORITIES AND ACTIVITIES OF FEDERATION

a) Carrying out and supporting organizational and collective bargaining process in any place, especially in developing countries and in the countries where trade unions struggle for keeping their existence going in organizing activities of food, agriculture, forest and tourism workers and in Eurasian Region for the companies having workplaces in more than one country at regional level.
b) Dealing with international union, social and economical issues of our day regarding food, agriculture, forest and tourism workers.
c) Exchanging information and materials for the purpose of identifying and determining the priorities and programs and also putting the coordinated transactions in force.
d) Supporting morally and subsidizing the member trade unions in accordance with their benefits and using convenient solidarity elements during economic and social conflicts.
e) Co-operating in joint benefits with international labor organizations.
f) Ensuring application of international principles by the member trade unions.
Federation forms an interdependence fund for the purpose of achieving the goals specified in above sub-clauses.
g) Federation performs effective works in other international organizations in accordance with the benefits of its members.

ARTICLE 5 - : FEDERATION MEMBERSHIP

a) Full Membership: Food, Agriculture, Forest and Tourism trade union organizations representing workers in food, agriculture, forest and tourism sectors in Eurasian Region shall be eligible for membership in the federation. Trade unions that want to become a member of the federation shall apply in writing to the federation. Committee of Presidents submits the application to the Congress for approval.
b) Observer: The trade unions which are not accepted to federation membership directly after their application become an observer. After the full membership is achieved, the observer status is annulled. Observer organizations do not have the right to vote.

ARTICLE 6 -: RESIGNATION FROM MEMBERSHIP

Resignation from the federation is submitted 6 months before the calendar year-end by a written notification. Resignation comes into force by the end of calendar year.

ARTICLE 7 - : REMOVAL FROM MEMBERSHIP

If a Member Trade Union
a) is late on paying two years of membership fee in spite of notification
b) behaves against federation principles and benefits, it may be removed from the membership by decision of Federation’s Administrative Committee
Objection may be made in the Congress upon the removal decision made.

ARTICLE 9 - : THE CONGRESS

The Statutory Congress is the highest decision making and auditing authority of the organization. The Congress is held once in every four years the latest. Federation’s Administrative Committee determines the place, day and hour where the Congress will be held.

The agenda of Congress is announced to members at least three months before Congress. Arrangements of Congress is carried out by General Secretary. Reports and proposals that will be submitted to Congress are announced to the member organizations by General Secretary three months before the date of the Congress. Member organizations and the Administrative Committee are qualified to bring proposal.

Congress is consisted of representatives of food, agriculture, forest and tourism trade unions which are members of the Federation. All of the unions determine the number of their representatives and compensate the expenditures themselves. A representative can represent another representative from same organization. All of the countries are represented by a representative from member organizations. Congress is managed by the Administrative Committee.

All of the member organizations which pay annual fee to the Federation have right to vote. The number of voters is determined according to the amount of annual paid fee.

Only the subjects in agenda can be discussed in Congress. Adding new subject to agenda can be decided by register of 10 percent of delegates.

There can be commissions formed by Federation’s Administrative Committee with a view to better preperation of Congress. In the formation of commissions members are represented fairly. Commissions can begin to work before Congress. Ultimate decision of commissions belongs to Congress.

SUBJECT 10 : QUANTITATIVE CONDITION OF DECISION OF CONGRESS

Congress makes its decisions by absolute majority. However, it must be 2/3 majority to make regulational changes. General President and General Secretary of the Federation are elected by absolute majority.

SUBJECT 11 : DUTIES OF CONGRESS

Primary missions of Congress

a) Election of organs (election of the Committee of Presidents)
b) Regulational changes
c) To discuss proposals and reports
d) Acception of federation budget
e) To decide dissolution of federation
f) To give qualification to the central board of directors of the Federation about buying-selling movable and immovable property.

SUBJECT 12 : THE COMMITTEE OF PRESIDENTS

The Committee of Presidents is consisted of general presidents and general secretaries of member unions. The Committee is assembled at least twice a year. In necessary circumstances it can increase meeting number.

SUBJECT 13 : DUTIES OF THE COMMITTEE OF PRESIDENTS

a) It determines general policies about the subjects related to the activities between two Congresses. It provides transmission of the reports prepared by commissions to Congress.
b) To create commissions with a view to study different issues.
c) To prepare proposals for regulational changes.

SUBJECT 14 : THE ADMINISTRATIVE COMMITTEE

a) The Administrative Committee is elected by the Congress. It consists of President, four Vice Presidents, Secretary( assistant president) , Assistant secretary and ... members.
b) It does researches to contribute socio-economical and socio-cultural structures of member organizations. It organizes the approval of regional organizing and collective bargaining agreement processes. It does studies to determine regional social policies.
c) It prepares projects to member organizations about union, cultural, folkloric and sportive subjects.
d) It is qualified to buy required movable and immovable properties; to rent them; and to sell unneccesary ones; and to rent out them.
e) It practices the decisions made by Congress and the activities determined by the Committee of Presidents. It makes financial and administrative decisions.
f) It does studies to open bank account and to arrange an emblem and a seal that symbolizes the Federation of Eurasia Food, Agriculture, Forest and Tourism workers after corporating of the Federation.

SUBJECT 15 : FEDERATION SECRETARIAT

It consists of Assistant General Secretaries and required personnel and General Secretary. General Secretary is responsible for practising the decisions made by the Federation. It always gives priority to the Federation interests. It tries to represent the Federation duly. General Secretary executes according to financial and administrative decisions made by the Administrative Committee.

SUBJECT 16 : AUDITING COMMISSION

Seven supervisor members, not the member of Administrative Committee, are selected by the Committee of Presidents and presented to the approval of Congress. Auditing Commission annually investigates the accounts of Executive Committee and makes decision and presents to the approval of Congress.

SUBJECT 17 : REGIONAL OFFICES

In the countries whose more than one organization is member to the federation and in required regions, regional offices can be established by the Administrative Committee of the Federation. Working principles of these offices are determined by the Administrative Committee of the Federation.

Expenditures of commissions are compensated by the organization in the country or in the region.

SUBECT 18 : INCOMES OF THE FEDERATION

a) Annual membership fee collected from member unions.Executive Committee determines the amount of membership fee for every trade union member between ..... and .... USD taking financial conditions of member unions into consideration.
b) Property incomes, profits appeared by transferring and selling property.
c) Voluntary aids
d) Incomes from various activities.

SUBJECT 19 : MEMBERSHIP FEE

Membership fee is paid in the first half of the year taking into account the membership figure of trade unions affiliated to the Federation at the end of previous year. Administrative Committee of the Federation determines annually the amount of fee that will be collected from member trade union for its every member.

 

SUBJECT 20 : EXPENDITURES OF THE FEDERATION

The Federation can compensate the expenditures of the works through its aims by decision of Administrative Committee.

It can spend money to organize educational, organizational, strike and socio-cultural works throughout the demand of member foundations and the decision of Administrative Committee of the Federation.

Voyage expenditures spent for organizing of this kind of activities can be compensated through the decision of Administrative Committee of the Federation.

SUBJECT 21 : DISSOLUTION OF THE FEDERATION

Only Congress can decide for dissolution of the federation. 2/3 majority of Congress is neccessary for the decision of dissolution. How to be spent drifted funds is determined by Congress.

SUBJECT 22 : VALIDITY

This regulation comes into force immediately as soon as corporating of the Federation.
