Summary : It is not a surprise that labours of our country created unions. Union movement was inevitable in this sector due to working conditions. The first union was created in 1948 and it was named as Istanbul Hotel and Restaurant Workers Union. The federation with “TOLEYIS” abbreviation, began to function on 16th March of 1951. Chairman of Aegean Regional Subdivision Cemail Bakindi was discharged and penalized, owing to his objection to the unification of Oleyis Union with DISK, by the executives of Oleyis Uion, in intention to suppress workers protest. At the leadership of Cemail Bakindi, workers who had objected to the unification of Oleyis with DISK and who had disagreed with dischargement of Cemail Bakindi, created TOLEYIS union on the 1st September of 1971 in Izmir, in attempt fill the gap which had emerged in that sector. In the Second Regular Session of the TOLEYIS Union which was held on 13th August of 1981, enrollment of TOLEYIS to the Turk-Ish’s member TOREYIS Union, was approved in the full consensus. Enrollment of TURIZM-ISH Union to the TOLEYIS on 19th March of 1984, led to solidarity between unions of that sector. The Presidency of Cemail Bakindi was ratified at the TOLEYIS’s 6th Regular Session of General Assembly which was held from 16th November to 17th November of 1991.

Summary : The Independent Trade Union of workers in agriculture, food, tobacco, water management, commerce, catering and tourism activities in Bosnia and Herzegovina was established in May 1990 and has been active in the society of Bosnia and Herzegovina more than seventeen years. The Trade Union of PPDIVUT B&H began its activity in 1990 following the transformation of Trade Union organized solely on territorial principle, the date of which goes back to 1907 – 1909. Current work and action of this Trade Union is still burdened with huge problems which occurred: a) as a consequence of the war and b) b) as a consequence of miss-managed privatization and transition of the society as a whole in the period of expanding globalization for which the state of Bosnia and Herzegovina has not yet been prepared. The past period hardship, burdened with four-year war and aggression on B&H required exceptional efforts for this Trade Union organization to survive and resist to all difficulties caused by unprecedented war devastation and post-war period when it was necessary to gather the membership and build a Trade Union on new foundations. The staff of PPDIVUT did not give in even in this period. On the contrary, along with workers from agriculture, foodstuff and tobacco industries, our Trade Union family already in 1996 was joined by workers employed in sectors of catering and tourism, as well as workers from some segments of commerce. Employees from other activities daily knock on the gate of PPDIVUT Trade Union family since they are attracted by the power and conduct of our trade unionist struggle in these harsh times of ours. Since we represent the Trade Union of Bosnia and Herzegovina, PPDIVUT is expanding its activity and organization on the entire territory of Bosnia and Herzegovina in spite of countless problems in that sphere and as an interest-oriented organization of workers we have been specially persistent and steadfast. The family of PPDIVUT Trade Union family counts a large number of trade union organizations whose membership accounts for 40 % of workers employed in these branches. Unfortunately there is still a great difference in the size of membership and their capacity to support financially their trade union action since, due to exceptionally hard economic conditions in numerous firms having delays and even failures to pay wages, only one third of them is in position to pay their trade union membership fee. Notwithstanding these hardships, we are still going forward, firmly clutched together since “together we are stronger” - which has been confirmed in countless trade union actions and activities. We also represent a factor of respect in building partnership relationships with governments and employers. We are active in all questions from the domain of trade union activity and with consolidated internal organization we focus on the protection of trade union members´ rights in the sector of employment status and in the process of privatization, collective negotiations and collective contracts, enhancement of partnership relations with social partners on equal basis, participation in the process of adoption of laws relating to work-legal status of worker as well as follow up of all laws pertaining to sectors covered by this Trade Union, along with development of cooperation with other trade unions, associations and, finally, education and information of the trade union membership and specialized trade union publishing activity. This Trade Union uses collective negotiations and appointment of employees´ councils as instruments for granting the workers´ rights. Thus, 70 individual collective contracts have been signed up to now, representing a considerably greater economic and legal security to members of this Trade Union. The level of security is increasing with each new collective contract signed. Similarly, in terms of granting the rights and interest to workers, this Trade Union has opened a process of election of employees´ councils enabling workers to participate in the management although they are not shareholders in their economic associations where they work. With respect to young ones and women who have their specific problems requiring special activities, Independent Trade Union of PPDIVUT B&H was the first trade union in B&H to establish Section for the young and Section for women. These sections act according to special program documents designed for specific activities. We are members of the world trade union organization IUF – IUTA – IUL (International Union for Food, Agricultural, Hotel, Restaurant, Catering, Tobacco and Allied Workers´ Associations), as well as European Trade Union Organization EFFAT (European Federation of Trade Unions in Food, Agriculture and Tourism sectors and allied branches) and recently we became one of co-founders of Euro Asian Federation of Trade Unions which established in Sarajevo a branch for Balkans with dr Mehmed Avdagic as Vice-President and Secretary for Balkans. Our wish is to know us better so that you can become a member of our family so that we can establish wide cooperation for which we remain open to all associations in the process of democratization of the society in Bosnia and Herzegovina as well as to all interested international trade unions and other organizations willing to help in this respect. Chairman dr Mehmed Avdagic
